Phil lives in Thornhill and was born and brought up locally. Phil believes residents should have a greater say in how their neighbourhoods develop and has supported this since being elected to the City Council. He is very active locally and fought plans to build over 300 houses on Llanishen Reservoir, a local beauty spot, climbing Mount Kilimanjaro in Africa to raise funds for campaigners and travelling to the United States to doorstep the US company which owned the reservoir to get them to listen to huge local opposition. Phil has also worked with other local Labour Councillors to prevent the closure of Llanishen Police Station, supporting plans to bring a new library and community hub into the current station building. Phil is an active member of the Friends of Parc Cefn Onn and is also a regular at local PACT (Police & Communities Together) resident meetings.
